President Mahama Orders Probe into NSA Payroll Fraud After Discovery of 81,885 Ghost Names

President John Dramani Mahama has directed the National Investigations Bureau (NIB) to launch an immediate probe into the National Service Authority (NSA) following the shocking discovery of 81,885 suspected ghost names on its payroll.

A press statement from the presidency on February 12 revealed that the irregularities came to light during a headcount of active National Service personnel, initiated by the Minister of Finance as part of efforts to clear long-standing allowance arrears dating back to August 2024.
The Ministry of Finance confirmed that after completing the headcount, an amount of GHS 226,019,224 was released to pay allowances for 98,145 legitimate National Service personnel.
“The Ministry of Finance has, upon completion of the headcount, released GHS 226,019,224 to settle allowance arrears for 98,145 actual National Service personnel,” the statement read.
This figure starkly contrasts with the 180,030 names previously submitted by the former NSA management for payments in 2024, raising concerns over fraudulent payroll activities.
In response to the disturbing findings, President Mahama has instructed the new NSA management to implement immediate reforms to establish stronger internal controls and prevent future cases of payroll fraud.
The payroll scandal, initially uncovered through an investigative report by The Fourth Estate, has triggered swift government action to ensure accountability and transparency within the National Service Authority.
As investigations unfold, there is growing public scrutiny over how such an alarming number of ghost names managed to infiltrate the system, potentially costing the government millions in fraudulent payments.
